Ordering remaining units to seek refuge in friendly ports and end exercise. Lossess at about 3040% of initial force and units in port expected to be turned over to "local authoritieis", lossess at around 10-20 billion in simulation but caused destruction much much higher, by order of magnitude.

US described as "mildly interested in performance."
I would recommend keeping in mind that such a submarine force would not care that its home territory become unusable for it and would only calculate damages to its direct assets vs damage it can cause.
