Trying to convince the US to build 100~ small diesel subs to oversee things where surface navy would be "troublesome" such as the gulf of aden where shipping does not want a surface ship due to probable trouble with customers.

Our test subs are 100m$ and no more a piece and we are seeing how many you need for specific goals to be accomplished, a sudden attack by a group within 100km from the carrier all launching 3-5 tomahawks will overwhelm the air defences of the group due to 20~ near surface fast missiles.

Some "agent" units simply take out a hidden weapon in "bars" and announce that due to the exercise they would now "fire" at the service personnel across their places to harm the surface fleet. First step in Submarine action.
