General consensus is that Mining should not be done on main planets and reserved for comets, small non round rocks and similars. NEbula can be used for water and planets can be "enjoyed" but large scale industrial mining to move mass away from should not, in general, be done, farmed food in completely ecological situations on Venus would be most accepted industrial use at the moment. Mining our Mercury to build stuff on Earth would probably not, HOWEVER, i would like to stress that for humans in general such a pursuit would probably not be bad. Perhaps mining neptune out and turning it into a gravity well would be bad, turning it into a large terran planet would be ok. Hope the idea is ok.
